After establishment of Soviet power in the republic, the problem of staffing arose seriously. The article, using archival materials of the Central State Archives of the Republic of Daghestan and special monographic studies, highlights issues related to the training of personnel in the republic in the first half of the 1930s. The main directions of solving this issue are shown, these are both opening of higher educational institutions in the republic and sending of local youth to study in other regions of the country.
