The article highlights problems of forecasting language conflict potential in the Republic of Daghestan to provide a basis for developing regulation methods in this area of language policy. Language conflict is based on certain problems related to language. The most vulnerable spheres generating zones of conflict potential in the Republic of Daghestan are: establishing the status of "language vs. dialect"; choosing a dialect base for creating a literary language; selecting a graphical base for developing and functioning of a writing system, among others. Analysis of real and calculation of potential language conflicts are important for developing strategies for planning language policy in various regions of the Russian Federation to control "problematic" issues.
