THE ORGANIZATION OF THE SOVIET HEALTHCARE SYSTEM IN DAGHESTAN IN THE 1920s: PROBLEMS AND THEIR SOLUTIONS

This article examines formation and development of the state healthcare system in the Soviet Union during its early decades. It establishes that public health was declared a national priority and a core sphere of social policy, leading to the centralization of funding and administration under state control. The study contextualizes this institutional development within the severe challenges of the period, including rampant epidemics of typhus, cholera, and typhoid fever, as well as systemic shortages of medical facilities, personnel, and pharmaceuticals. The purpose of this research is to analyze the foundational measures Soviet power in organizing public healthcare, trace the evolution of the state system in the republic, and evaluate the initial policies of the People's Commissariat of Health of the Daghestan ASSR and its leadership. The methodology is based on the fundamental principles of historical analysis, employing descriptive and comparative approaches to identify the dynamics and trends in the republic's healthcare development. The study concludes that the state allocated substantial resources to healthcare development across all regions. The foundational structure of the Soviet healthcare system was established in this formative period. As a result of coordinated state measures and the deployment of qualified specialists from central Russia, the healthcare institutions in Daghestan succeeded in reducing the incidence of infectious and social diseases prevalent during the chronological period under review.
