The paper highlights the administrative transformations in the Eastern Caucasus, shows formation of the Terek, Daghestan, and Zakataly districts. The features of similarities and differences in the organization of administrative units are noted. The step-by-step implementation of the system of management of the Russian authorities in the Eastern Caucasus, taking into account local peculiarities, is indicated. Positive features of the administrative policy are given.
